The City Expert Support Facility (CESF), through NetZeroCities / Climate-KIC, is requesting quotation for the evaluation of legal and market analysis undertaken within Kozani’s NetZeroCities Pilot Cities Programme project: “NEUTRON”. The legal and market analysis was undertaken in reference to the participation of an electro-thermal energy storage system in the Greek electricity market. This work requires advanced legal expertise and general business structure knowledge related to the Greek electricity market and energy storage.
About the request
Within the NEUTRON project, a legal and market analysis was conducted regarding the participation of an electro-thermal energy storage system into the Greek electricity market (see the RfP Annex for a brief overview). The goal was to define a system and ownership structure to benefit from energy market participation with the lowest possible fees and taxes. The study was conducted within the NEUTRON consortium, and a review and evaluation by an independent expert on Greek energy law is necessaryto advance the creation of an appropriate legal structure (special purpose vehicle).
The evaluation work should ensure legal compliance and financial viability of the suggested scheme. As such, one key desired outcome will be a clear regulatory framework and ownership structure.
The regulatory framework analysis is expected to be completed before the end of Cohort 1 of the Pilot Cities Programme in May 2025.
The NEUTRON project addresses one of the major challenges of the city expressed in the Climate City Contract (CCC): heat supply in view of the cessation of power plant operations in 2025, in accordance with the National Energy and Environment Plan. The aim of the project is to develop a concept for replacing the fossil fuel heat sources by an energy storage system and renewable energy sources. The project is coherent with the CCC key activity focused on greening the district heating system, and its solutions could be used within the CCC project after testing. The regulatory framework description within the legal analysis is crucial for planning and implementing the demonstration plant (with the purpose of testing the technology elaborated within the pilot).
The selected bidder is expected to engage with experts from the NetZeroCities consortium as well as engaging with the City and its key stakeholders. NetZeroCities experts (who are resourced already and do not have to be represented in a financial offer) are to be engaged (together with the City) on baseline briefings, the overarching strategic approach within which this assignment takes place, as well as for sharing good practices from other cities, where relevant.
The work will require an effort of approx. 20-35 working days, taking into account that the pilot project ends in May 2025. Ideally, the validation report should work to alignment with this timeline.
The main objectives to be achieved from the assignment is:
- To do a legal evaluation of the policy and regulatory framework developed in the NEUTRON project, with objective to ensure legal compliance and financial viability.
- To conduct a check and evaluation of the system and ownership structure proposed for the NEUTRON demonstration storage plant in the context of regulatory framework of the Greek energy market.
- To offer specific guidance to the City of Kozani and relevant project partners to enable effective decision-making, governance and policy decision-making, and to create an implementation pathway.
