The Cities Mission Mayors Advisory Group serves as a vital forum for city leaders, the Mission Platform, and the European Commission to collaborate. It aims to foster strategic advice, shared commitments, and guide Mission-related priorities.

This Cities Mission Mayors Advisory Group is intended to be a lively and dynamic forum for Mission Cities to provide strategic advice and offer valuable feedback on Mission activities, deepening shared commitments among Mission Cities and the European Commission. It is an integral component of the EU Cities Mission and will contribute significantly to advancing the Mission-related priorities.

Membership in the Cities Mission Mayors Advisory Group is characterised by inclusivity and a transparent selection process.

Haris Doukas
Mayor of Athens, Greece

Haris Doukas is the Mayor of Athens and a Professor at the National Technical University of Athens (NTUA). With nearly two decades of experience, his work focuses on renewable energy, energy efficiency, and climate policy at national, European, and international levels. In particular, he specialises in the development of human-centered decision support systems for energy and climate policy, and he has authored over 150 scientific publications and several books. As Mayor, Doukas is committed to achieving a net-zero target for Athens by 2030 through science-based policies. His administration is currently combating energy poverty through the Energy Poverty Management Office, expanding solar PV installations on public buildings, enhancing EV charging infrastructure, and advancing circular economy practices. He leads the Athenian Energy Alliance, which focuses on low-cost green energy, and oversees a large-scale tree planting program with real-time updates via the Athens Trees app.

Anna Lisa Boni
Deputy Mayor of Bologna, Italy

Anna Lisa Boni has 30 years of professional experience in EU public affairs in the field of local and regional government, successfully advocating for greater recognition of cities’ needs and views within the European agenda. Throughout her career, including as Secretary General at Eurocities, she has gained extensive insight into urban transitions, policies, and practices across various Europe and key areas, including urban innovation, environment, climate and energy.  Her European knowledge of cities in climate action has now been complemented by a local experience as Deputy Mayor of Bologna in charge of the Climate Mission 2030 and Climate City Contract but also as coordinator of the 9 Italian cities that are part of the 100 Climate Neutral Cities Mission. In 2023 she was also elected Vice-Chair of the Eurocities Environment Forum.

Emil Boc

Mayor of Cluj-Napoca, Romania

Emil Boc is the Mayor of Cluj-Napoca, the second largest city in Romania. Boc is a former Prime Minister of Romania (2008-2012) and previously led the Democratic Liberal Party (2005-2012). He is also the President of the Romanian Municipalities Association (AMR), and an associate professor at Babeș-Bolyai University. He serves as the Chair of the Commission for Territorial Cohesion Policy and EU Budget (COTER) at the European Committee of the Regions (CoR). Along with the President of the CoR, he co-rapporteurs an opinion aiming to shape a stronger Cohesion Policy for the post-2027 period. He previously held the position of rapporteur for the phenomenon of Brain Drain and the European Education Area 2025. A strong advocate for green policies and climate neutrality, he leverages his extensive experience to promote sustainable development in Cluj-Napoca and was named to the board of the Global Covenant of Mayors for Climate & Energy.

Tanya Hristova
Mayor of Gabrovo, Bulgaria

Tanya Hristova, born in 1971, is serving her fourth term as Mayor of Gabrovo Municipality since November 2023. She holds Master’s degrees in English Philology and Finance. Hristova began her political career as Deputy Mayor (2007–2010) and later served as Head of the Political Cabinet of the Minister responsible for EU Funds Management, before becoming Mayor in 2011. In May 2024, she was elected Chair of the Council for Regional Development of the North Central Region of Bulgaria and also chairs the Bulgarian municipal network, EcoEnergy, focusing on local energy efficiency policy. She is a member of the European Committee of the Regions and chairs several commissions related to social policy and education. Under her leadership, Gabrovo secured EU resources for ecological, social, and economic growth, winning the European Green Leaf Award and becoming part of the European mission for climate neutrality by 2030.

Matjaz Rakovec
Mayor of Kranj, Slovenia

Matjaž Rakovec, Mayor of Kranj, Slovenia, was elected mayor for the second term in December 2022. Since then, he has prioritized sustainability, e-mobility, and the development of a smart city. Under his leadership Kranj was named the best e-mobility city municipality (2021) in Slovenia, selected into the EU mission Climate-neutral and smart cities by 2030 and received European Destination of Excellence 2023 award. 

Mohamed Ridouani
Mayor of Leuven, Belgium

Mohamed Ridouani is the mayor of the city of Leuven, Belgium. He is dedicated to transforming Leuven into a thriving and caring community. He strongly believes in the power of collaboration and the importance of building future-proof communities based on hope and trust, as opposed to polarization and distrust. Ridouani is the inspirer of Leuven 2030, a project that brings together more than 600 companies, organizations, and citizens to turn Leuven into a CO2-neutral city. Ridouani also initiated Leuven MindGate, an economic platform with 400 members that boosts Leuven as the world’s hotspot for health, technology and creativity. Ridouani’s innovative governance model has earned Leuven recognition as the European Capital of Innovation and led to the city being selected as one of the 100 cities chosen by the European Commission for the mission ‘100 Climate-Neutral and Smart Cities by 2030’. By bringing all levels of society together in a systemic and structured way, he is working towards creating a better future for Leuven and its citizens and setting an example for other cities to follow.

Fabien Perez
Deputy Mayor of Marseille, France

Born in Marseille, Fabien Perez was sworn in at the Marseille Bar on January 3, 2001, after studying law and having acquired “Judicial Career” master’s degree at the University of Aix – Marseille. Focusing on criminal defense since the start of his career, he obtained in 2009, the certificate of specialization in criminal Law. Maître Fabien PEREZ is today a founding partner of Cabinet PHILAE, one of the main law firms in the South region. Elected councilor of Marseille in 2020, he is in charge of European funding in the new municipal majority. He coordinates Marseille’s participation in the “100 Climate Neutral Cities” mission, as part of which Marseille was awarded the EU Mission Label. He is an architect of the ecological transition in the region.

Dominik Krause
Mayor of Munich, Germany

Dominik Krause serves as the Second Mayor of the City of Munich since October 2023 and has been actively involved in the city’s governance since May 2014 as an Honorary City Councillor. His leadership experience includes chairing the City Council Group Die Grünen – Rosa Liste and serving on the supervisory and advisory boards of several institutions and companies. Additionally, he is dedicated to social causes, being a board member of the association München ist bunt! e.V., which advocates for a democratic and tolerant urban society.

Attila Péterffy
Mayor of Pécs, Hungary

Attila Péterffy, born in Pécs on February 26, 1969, is the independent mayor of Pécs since 2019 and was re-elected in 2024 with increased support. A mechanical engineer by training, he holds additional qualifications as a welding engineer. He began his career at the Pécs thermal power plant, later served as CEO of Pannon Thermal Power Plant Ltd, and managed several other energy complexes. Under his leadership, Pécs joined the EU Climate Neutral and Smart Cities Mission, and regained financial stability. Péterffy guided the city through the pandemic and launched the first community budget, enabling residents to decide on improvements. The “Pécs Open” campaign boosted the city’s tourism, and several iconic locations have been revitalized, including Misina TetőPont and the award-winning market hall.

Filipe Araújo
Deputy Mayor of Porto, Portugal

Filipe Araújo is the Vice-Mayor of Porto and City Councillor for Environment, Climate, Innovation, and Digital Transition. Serving his third term as Councillor since 2013, he leads key municipal companies including Porto Ambiente and Águas e Energia do Porto, and chairs the Porto Energy Agency and Porto Digital Association. He is also Vice-President of the Energy Cities network and a member of the Cities Mission Mayors Advisory Group. Araújo previously led the Environment Forum of EUROCITIES as vice president (2016-2018) and then president (2018–2023). He has championed environmental and climate initiatives, advancing Porto’s progress in sustainability and innovation. Araújo holds a degree in Electrical Engineering and an MSc in Telecommunications. Before public service, he worked as a senior executive in telecommunications.

Åsa Lindhagen
Deputy Mayor of Stockholm, Sweden

Åsa Lindhagen was elected Vice Mayor for Environment and Climate of Stockholm in October 2022. Prior to being Vice Mayor, Lindhagen has among other things served as Minister in the Swedish Government. Lindhagen’s focus is set on making Stockholm a sustainable and green city that provides high quality of life for its citizens. A way of doing this is by making Stockholm climate positive by 2030. With grit and determination, Lindhagen is working for a better tomorrow for today’s children by ambitious goals. Her focus is to reduce emissions and transform Stockholm into a sustainable city, make the air healthier and the water cleaner, increase biodiversity and improve green areas in the city. One way of leading the transformation is by the work with the European Commission’s’ Mission Label Cities, which Stockholm was approved as already in 2023. This serves as a result of the city’s thoroughly work with climate action for years. Internationally, Lindhagen keep a post in the political steering board of Covenant of Mayors and the city of Stockholm is also active on a political level at Eurocities. 

Kalervo Kummola
Mayor of Tampere, Finland

Kalervo Kummola has been Mayor of Tampere since 2023 and is a prominent figure in Finnish ice hockey. A long-time member of the Tampere City Council (1989–2004, 2017–present), Kummola served in Parliament and as Managing Director of Tampere Hall. He held leadership roles in various organizations, including the Finnish Ice Hockey Association and the International Ice Hockey Federation (IIHF). He was IIHF Vice President from 2003 to 2021 and led the ice hockey SM-liiga as its first CEO in 1975. Kummola also contributed to Finnish media, founding the production company VipVision and helping establish the TV channel Nelonen. Kummola was honored with the title of Consul General and with several awards, including the Grand Cross of Merit for Finnish Sports Culture.

Arjen Kapteijns
Deputy Mayor of The Hague, Netherlands

Arjen Kapteijns is a dedicated advocate for sustainability and climate action, currently serving as deputy-mayor and the alderman for energy transition, mobility, and resources in The Hague, Netherlands. His professional career has focused on promoting sustainability and environmental protection, leading The Hague in its commitment to achieving climate neutrality by 2030 through innovative initiatives and collaborative partnerships. Arjen’s use of smart city technology and active involvement in regional and national committees demonstrate his proactive approach to driving impactful change towards a greener future. 

Rafał Trzaskowski
Mayor of Warsaw, Poland

Rafał Trzaskowski, Mayor of Warsaw since 2018, was reelected in 2024. He previously served as Member of the Polish Parliament, Vice-Chairman of the EU Committee, Vice-Chair of the European People’s Party, and has been a member of the Committee of the Regions since 2019. Trzaskowski was Deputy Minister of Foreign Affairs in PM Ewa Kopacz’s government, and a Minister of Administration and Digitization in PM Donald Tusk’s government (2013-2014). Trzaskowski was involved in key EU negotiations and policy-making, including sanctions against Russia and energy security. He was a Member of the European Parliament (2009-2013), participating in EU budget negotiations and consumer protection. Between 2004-2009, he advised the chair of the European Parliament’s Committee on Foreign Affairs and the European Parliament Delegation of the Civic Platform. He holds a PhD and has been an academic teacher and analyst. 

Natalia Chueca Muñoz
Mayor of Zaragoza, Spain

Natalia Chueca has been the Mayor of Zaragoza since 2023, and is known for her commitment to sustainable urban development. She was previously appointed in 2019 to lead the city’s Department of Public Services and Mobility, she transformed public transport by transitioning Zaragoza’s bus fleet to electric vehicles, significantly cutting CO2 emissions. She also initiated the “Bosque de los Zaragozanos” project, planting over 200,000 trees with plans for 500,000 more by 2030. Chueca’s efforts have positioned Zaragoza as a leader in climate-neutral mobility and urban sustainability. A graduate of the University of Zaragoza, the EADA School of Senior Management and Administration and ESIC business school, Chueca was communication & marketing executive before starting her political career.

Susan Aitken
Leader of the City Council of Glasgow, United Kingdom -Associated Country

Susan Aitken was elected as Leader of Glasgow City Council in 2017, forming Glasgow’s first ever SNP-led City Government. She was first elected as a councillor for the Langside ward in 2012, following a career in public policy and communications. Susan was reappointed to a second term as Council Leader following the 2022 Scottish Local Government elections. Under her leadership, Glasgow has hosted the UN Climate Summit COP26. She was awarded Scottish Local Politician of the Year in 2019 for her work to end historic gender pay discrimination and Scottish Council Leader of the Year in 2021 for her leadership on climate issues. Susan was selected as one of 40 global city leaders for the Bloomberg Harvard City Leadership Initiative Class of 2023. In February 2024, Susan was announced as chair of the global Resilient Cities Network.

Tormod Losnedal
Mayor of Stavanger, Norway – Associated Country

Tormod Losnedal is the current Mayor of Stavanger Municipality in Norway, and assumed the office of Mayor in September 2024. Prior to his tenure as Mayor, he held various positions within the municipal government and local organizations, building a reputation for his collaborative leadership style and focus on creating a prosperous future for the residents and businesses in the Stavanger region. Mayor Losnedal studied Master of Public Science at the University of Bergen and is deeply committed to making Stavanger a prosperous and sustainable city.
