Ready to fast-track your climate neutrality journey? A new Cities Mission Twinning Learning Programme call is launching on 3 June 2025, offering cities the chance to team up with leading Mission Cities like Eindhoven, Ioannina, Liberec, Padova, Reykjavik, Sofia, and Umeå. Facilitated by the Mission Platform, currently managed by NetZeroCities, this programme offers hands-on learning to support systemic transformation. 

This one-year learning opportunity will support cities in developing practical solutions, deepening knowledge, and accelerating systemic change, all while fostering meaningful partnerships with cities already making strides toward climate neutrality. 

Starting in November 2025, selected cities will benefit from:

  • Support for onsite visits 
  • Expert facilitation 
  • Targeted feedback 
  • Structured partnership 
  • Access to practical tools 

Cities will be paired with peers according to shared themes of interest – mobility, energy, stakeholder engagement, or other topics – accelerating their learning on decarbonisation and shortening their journeys to climate neutrality. 

The Cities Mission Twinning Learning Programme is built on mutual exchange. Twin Cities will engage with Mission Cities to learn from their strategies, including Climate City Contract and other climate actions. These exchanges will help Twin Cities develop replication activities tailored to their local needs, while also offering Mission Cities new perspectives and local innovations to continue implementing their Climate City Contracts. 

Who can apply? 

This open call for Twin Cities is open to: 

  • Cities located in EU countries or Horizon Europe associated countries 
  • Cities with a commitment to become climate neutral by or before 2050 

Applications will be open from 3 June to 12 September 2025. The open call guidelines and further information will be available on the NetZeroCities website.
