About the request

The City Expert Support Facility (CESF), through NetZeroCities / Climate-KIC, are requesting quotation for the structuring of a Social Bond for the financing of solar energy projects in the city of Eilat. Eilat aims to open the door for its residents to actively invest in and benefit from solar energy projects, even if they lack the physical space—such as a private rooftop—necessary to install their own solar panels, through purchasing Social Bonds. The city has two core objectives of the Social Bond: first, to provide local residents with a direct stake in green energy initiatives, thereby reducing their cost of living; and second, to create a significant and sustainable financing channel for the development of more solar projects across the city.

Eilat needs support to launch innovative financing mechanisms such as solar social bonds to make sure the transition to climate neutrality is fair and accessible to all. By tapping into the city’s abundant solar resources and mobilising local residents as investors, this initiative will play a crucial role in meeting Eilat’s climate and economic goals.

The City Expert Support Facility are seeking experts with specialised knowledge in the capital markets and regulatory frameworks, particularly those with experience in bond issuances and sustainable finance. Eilat needs to ensure that the solar social bonds are structured in a way that attracts a broad base of investors while remaining compliant with financial regulations. The expert(s) will support Eilat to craft a business and economic model that balances profitability with social impact, ensuring the long-term success and scalability of the project. A well-designed model will also enable the city to attract further investment, not only from local residents but also from institutional investors who are increasingly interested in socially responsible and environmentally sustainable projects.

In addition to technical and financial expertise, the expert(s) must understand the unique regulatory environment surrounding renewable energy projects in Israel, particularly in cities like Eilat that are pushing the envelope in terms of sustainability. Their guidance will be crucial in navigating these regulations, ensuring that the solar social bonds comply with both national and local guidelines.
