As part of its commitment to the EU Cities Mission, Mission City Vitoria-Gasteiz is updating its General Urban Spatial Plan (Plan General de Ordenación Urbana) to align with 2030 climate neutrality objectives. Through the NetZeroCities City Expert Support Facility, NetZeroCities / Climate-KIC is inviting proposals from Spanish-speaking experts or organisations with expertise in urban planning and process management to work with the city and supporting teams from NetZeroCities, URBANEW, and EU CINCO 2.0.
Activities
The aim is to integrate climate neutrality goals into urban planning through a structured approach involving three key components. Initially, a day-long event will be hosted end of September 2024, where experts will present and discuss strategies for achieving climate neutrality in areas such as mobility, energy, and land use. This will include facilitated discussions with Vitoria-Gasteiz representatives and other Spanish cities to prioritise these strategies based on their impact and feasibility. All interactions will be conducted in Spanish.
Following the kick-off event, the focus will shift to regulatory innovation. From October to early December 2024, selected experts will develop and revise regulatory articles for Vitoria-Gasteiz’s General Urban Plan. This phase aims to ensure that the new regulations support climate neutrality goals while adhering to Spanish and Basque Country legislation. Experts will coordinate local teams to create actionable and innovative regulatory frameworks.
The final phase, beginning in January 2025, involves providing graphic design, content, and communication support for a manual for cities that documents the process and lessons learned for other cities that want to follow a similar process.
Objectives
Proposals should address the following objectives:
- Developing effective regulations for integration into Vitoria-Gasteiz’s urban plan
- Enhancing understanding of urban planning’s role in achieving climate goals
- Building relationships within the local policy and planning community
- Initiating new lines of work to overcome challenges and barriers to Mission objectives.
Interested parties are invited to submit their proposals *by 25 September 2024 to Radka Reil, CESF Manager [CESF@netzerocities.eu]. Proposals should include a detailed breakdown of costs, timelines, and relevant expertise.
